International Council on Monuments and Sites
The International Council on Monuments and Sites (ICOMOS) is the only global non-governmental organization dedicated to promoting the application of theory, methodology, and scientific techniques to the conservation of the architectural and archaeological heritage. Founded in 1965 as a result of the Venice Charter, ICOMOS serves as the primary advisor to UNESCO on cultural World Heritage.
A Global Network of Heritage Experts
At its heart, ICOMOS is a vast network of professionals—architects, historians, archaeologists, urban planners, and engineers—who work together to protect the world's most significant places. It operates through:
- National Committees: Groups established in over 100 countries that advocate for heritage protection at the local and national levels.
- International Scientific Committees (ISCs): Specialized groups focusing on specific themes, such as Earthen Architectural Heritage, Fortifications and Military Heritage, or the Analysis and Restoration of Structures of Architectural Heritage.
Core Missions and Responsibilities
ICOMOS plays a critical role in the international heritage landscape through several key functions:
- World Heritage Evaluation: As an Advisory Body to the World Heritage Committee, ICOMOS evaluates all nominations of cultural properties for the UNESCO World Heritage List and monitors the state of conservation of sites already inscribed.
- Setting Professional Standards: ICOMOS develops and adopts international charters and guidelines—such as the Venice Charter and the Nara Document on Authenticity—which set the global standard for how heritage should be restored and managed.
- Scientific Research: By facilitating the exchange of knowledge across borders, ICOMOS ensures that the latest technological and philosophical advancements in conservation are accessible to practitioners worldwide.
- Heritage at Risk: Through its "Heritage at Risk" reports, ICOMOS identifies cultural assets threatened by neglect, uncontrolled development, or natural disasters, advocating for urgent international intervention.
Why ICOMOS is Vital
In an era of rapid globalization and climate change, ICOMOS provides the necessary intellectual and technical framework to ensure that progress does not come at the cost of our shared history. It views heritage not as a static collection of old buildings, but as a dynamic component of society that contributes to sustainable development and cultural identity.
A Platform for Professional Distinction
For heritage consultants and engineers, engagement with ICOMOS is a mark of professional commitment. It offers a platform to contribute to global policy and to ensure that local conservation projects align with the highest international ethical and technical standards.
